What a pro does

The plumber's first job is separating a repairable fault from a finished tank. Fittings, valves and controls can all be replaced. A rusted-through shell can't be, and saying otherwise just wastes everyone's afternoon and leaves the same puddle on the floor. Beyond that the checks follow the fuel and the water. Gas units get the thermocouple, the gas valve and the draft tested, and draft deserves attention in this climate because a tightly sealed old house with a modern boiler already competing for air can leave an atmospheric heater unable to vent properly on a still cold night. Electric units point at elements and thermostats. Then the water itself, which in New York varies enormously between a village supply and a private well two roads apart. Hard water from limestone ground around Syracuse and the Finger Lakes bakes scale onto the bottom of a tank, and iron-bearing well water coats elements and stains fixtures. Both shorten a heater's life in ways the owner never sees. The anode rod gets pulled where it can be, since a spent rod on a tank in its second decade explains most of what follows. Replacement includes venting, the relief discharge and any expansion the system needs.

That combination usually comes from a reaction between the anode rod and bacteria in the water, and it's much more common on well supplies than on treated village water. The smell on the hot side alone is the giveaway. It's treatable, and the fix depends on what the tank and the water are doing together.
Draft, most often. Cold outside air, wind on the chimney and a house running under negative pressure from other appliances can all disturb a heater that vents by natural draft. A pilot that only fails in cold weather is pointing at venting rather than at the pilot assembly itself.
It matters once a check valve or a pressure reducer has closed the system off, which happens whenever a meter or a backflow device gets updated. With nowhere for heated water to expand, pressure climbs and the relief valve starts weeping. Plenty of older New York homes ended up in that state after a utility upgrade.
It works harder and it's exposed. A tank in a cold utility room or a poorly insulated back porch loses heat continuously through the shell and the pipe leaving it, and the connecting lines can freeze in a real cold snap. Insulating those lines is worth doing before winter rather than during it.
