Where the blockage sits decides the whole job, so that gets established first. A plumber runs one fixture at a time and watches what happens elsewhere in the house. Nothing else reacting points at a trap or a branch. A tub filling when the washer empties puts it in the main. New York's older housing stock adds a wrinkle to that, because so much of it has been divided and re-plumbed. A two-family in Syracuse or Albany may have an upstairs kitchen that was added in the fifties and drains into a stack sized for one household, and a fifties-era tie-in is where things catch. Old cast iron and lead bends are still in service in plenty of these houses, and they'd rather be cabled gently than jetted hard. The plumber picks the head for the pipe and the obstruction, works from the nearest cleanout, and then runs water long enough to be sure the line carries a real load rather than a trickle. When the same drain keeps closing, the honest next step is a camera rather than another cable.

Because a partial blockage still passes water slowly. Hours of nothing running gives the standing water time to seep past, so the sink looks fine in the morning and fails again once the family is up. It's a sign of a narrowing rather than a clean pipe.
Waiting generally costs more. A line that's narrowing gives you weeks of warning, and clearing it while water still moves is a straightforward job. Once it's fully closed, and particularly if it's a shared line in a two-family house, everyone in the building is out of service at once.
