My tankless heater keeps up in summer but not in January. Why?

The supply temperature is the whole answer. In August, with average highs of 82F, the incoming water needs very little heating; in January it needs roughly twice the rise, and the unit trades flow for temperature to get there.

We're on a well. Does that change anything for a tankless heater?

Well supply usually means harder water and less stable pressure than a village system. Both shorten the life of a heat exchanger, so a filter and a working pressure tank do more for the heater than anything else.

Is a permit required for plumbing work here?
