What does an old cast iron stack in a converted house need?

An inspection of the joints and the horizontal runs. Cast iron waste stacks in houses that gained a second kitchen tend to be doing more work than they were sized for, and the failures show up as slow drains on the upper floor and damp at the base of the stack.

Is a shared water meter a problem?

Should the water be left on in an apartment nobody is using through winter?
